1. General requirements

2. Main objectives

3. Implement key projects of energy conservation and emission reduction
(1) Green upgrade projects for key industries. Focusing on industries with high energy consumption and high emission such as chemical industry, iron and steel, non-ferrous metals, building materials, coking, coal chemical industry, etc., comprehensively promote energy-saving renovation and in-depth treatment of pollutants, formulate energy-saving technical renovation implementation plans, and organize the implementation of major energy-saving and emission reduction projects. Strengthen the innovation and application of energy-saving technology and equipment in key energy-using industries, promote energy-saving technologies such as high-efficiency rectification systems, high-temperature and high-pressure dry quenching, and oxygen-enriched smelting, and encourage the transformation of blast furnace-converter long-process steelmaking to electric furnace short-process steelmaking. Promote ultra-low emission transformation of steel, cement, coking industries and coal-fired boilers. By 2025, more than 80% of the steel production capacity in the region will complete ultra-low emission transformation, and coal-fired boilers in key areas and other areas will be 65 tons/hour of steam and The above coal-fired boilers (including electricity) fully achieve ultra-low emissions. (2) Energy conservation and environmental protection improvement projects in the park. Carry out a comprehensive diagnosis of the green, low-carbon and circular development of the park, find weak links in green industry agglomeration, energy resource utilization, and clean production, and systematically tap the green development potential of the park. In principle, new projects with high energy consumption and high emissions should enter the park, and promote the concentration of industrial enterprises in the park. Promote the overall optimization of the energy system in industrial parks, and encourage the priority use of renewable energy. Co-construction and sharing of public infrastructure such as sewage treatment and reclaimed water reuse in the park, and systematic improvement of the area's pipeline network for sewage treatment plants with abnormal influent concentrations.
(3) Urban green energy-saving renovation projects. Advocate the concept of green planning and design, and comprehensively promote urban green planning, construction, and operation management. Strictly implement the mandatory energy conservation standards for new buildings, and carry out demonstration projects such as ultra-low energy consumption buildings, near-zero energy consumption buildings, and zero carbon buildings. Promote the integrated application of solar photovoltaic in urban buildings. Organize the implementation of key green transformation demonstration projects such as central air conditioning, data centers, industrial parks, and cold chain logistics, greatly improve the energy efficiency of refrigeration systems, and promote the large-scale application of clean heating, industrial waste heat, and renewable energy in urban heating. The proportion of clean heating and the market share of green and efficient cooling products have increased significantly.
(4) Transportation and logistics energy conservation and emission reduction projects. Carry out the construction of a green comprehensive transportation system, improve infrastructure such as charging and replacing electricity, refueling (gas), hydrogen refueling, and airport shore power, accelerate the transformation of transportation structure and travel mode, and implement clean energy replacement. Continue to promote the "transit railway" for bulk cargo transportation and increase the proportion of clean transportation.
