The Mianyang Development and Reform Commission recently issued the "14th Five-Year Plan for New Energy Vehicle Charging Infrastructure in Mianyang" (hereinafter referred to as the "Plan"). The "Plan" is divided into nine parts: current situation, demand forecast and development goals, layout planning, key tasks, and safeguard measures.
As the action plan for Mianyang's "14th Five-Year Plan" charging infrastructure construction and the layout guidance for charging infrastructure projects, the "Plan" systematically plans the development of Mianyang's charging infrastructure in the next five years, further promoting the development of new energy vehicles and charging infrastructure industries, and helping The goals of "carbon peaking" and "carbon neutrality" will be realized as soon as possible.
Define overall goals based on demand forecasts. By 2025, the city plans to build 53,427 new charging piles, which will meet the charging needs of about 73,800 vehicles, and basically form a unified, open, competitive and orderly charging service market. In terms of layout, the city's new energy vehicle charging infrastructure is "categorized and sub-regional" planning, key planning for the central urban area, and guiding macro planning for counties (cities, districts).
Look at the planning of the central urban area - divide the central urban area into 22 areas, and preliminarily locate the pile stations; plan to build no less than 4,789 ordinary charging piles and 20 battery swap stations; 7 bus stations and 720 stations; 6 passenger stations There are 230 blocks; 1498 blocks of 32 special logistics stations; 110 blocks of 11 special municipal stations. Look at the industry sector planning - no less than 8,452 new general public piles, no less than 1,060 inter-city public piles, no less than 3,864 scenic public piles, no less than 35,005 self-use piles, and no less than 5,046 special piles , no less than 44 new or renovated power exchange stations.
Seven key tasks to build five major charging networks The "Planning" proposes that during the "14th Five-Year Plan" period, the city will focus on building "five major charging service networks" for inter-city public charging, urban public charging, scenic public charging, self-use charging, and dedicated charging. All externally operated charging stations are connected to the Sichuan Electric Vehicle Charging Infrastructure Information Management Platform for unified management, comprehensively improving the construction level of Mianyang's new energy vehicle charging infrastructure, ensuring green travel needs, and achieving green and low-carbon development.
The "Planning" proposes that party and government organs, enterprises and institutions, large shopping malls, and cultural and sports venues are required to build charging (exchange) infrastructure at a ratio of not less than 20% of the total parking spaces, and open them to the outside world. Combined with the parking lot construction project, promote the construction of independent large-scale public charging stations, and build independent parking facilities into a parking and charging complex covering multi-level needs such as service and leisure. No less than 4,367 piles will be built by 2023, and no less than 8,452 piles will be built by 2025.
The "Plan" also proposes safeguards in terms of strengthening organizational leadership, planning guidance, policy support, operation management, and publicity and guidance. In terms of land use protection, it is encouraged to build charging infrastructure in places such as parking lots of various buildings, bus depots, social public parking lots and expressway service areas, and provide support in terms of land use. Implement financial aid.
In accordance with the "Interim Measures for the Administration of Subsidy for Capital Construction Investment in Provincial Budgets for Public (Special) Use of Charging Infrastructure Projects in Sichuan Province", the public (special) use charging infrastructure of expressways and scenic spots with low yield and long return period shall be charged according to the charging equipment. The investment shall not exceed 30% of the construction fund subsidy; for the public (special) charging infrastructure in urban and rural public areas with moderate yield and return period, the construction fund subsidy shall be given at 5% of the charging equipment investment, and the city (state) supporting facilities shall not be less than 10%. %. Taking into full account the financial situation of the old revolutionary base areas and ethnic minority areas, the public (special) charging infrastructure in the urban and rural public areas will be subsidized by 10% of the investment in charging equipment, and the city (state) supporting facilities should not be less than 5%.
Implement supportive tariffs. For the commercial centralized charging infrastructure operation projects, the two-part electricity price in the "industrial, commercial and other electricity consumption" will be implemented, and the basic electricity fee will be exempted before the end of 2025. Other charging infrastructure projects are subject to the catalogue electricity price according to their location; the electric vehicle charging facilities are subject to the peak-valley time-of-use price policy.
Simplify the approval process. To build a dedicated charging infrastructure in an existing parking lot (space), there is no need to go through relevant construction application procedures; for a new parking lot (space) to be equipped with a public (special) charging infrastructure, there is no need to go through the relevant construction application procedures separately; For the public (private) charging infrastructure in the locality, go through the relevant construction application procedures. Discounted parking fees. The public parking lot invested by the government or government platform companies is free to park new energy vehicles within 2 hours, and the parking fee for more than 2 hours is halved.
