The "Planning" pointed out that during the 13th Five-Year Plan period, more than 28,000 charging piles for new energy vehicles and 700 charging (replacing) power stations will be built in Chengdu.

 

 

The "Planning" clarifies the development goals of Chengdu's new infrastructure during the "14th Five-Year Plan" period: by 2025, a ubiquitous intelligent, intensive and efficient, advanced, applicable, safe and reliable new infrastructure system will be basically formed, digital transformation, intelligent upgrade, and integrated innovation. The service capacity has been greatly improved, which has effectively promoted the digital transformation of the city and the development of industrial innovation, and has become an important support for the construction of a park city demonstration area that implements the new development concept.

 

The "Planning" systematically planned the construction path of Chengdu's new infrastructure and formed a series of task systems around the three major areas of information infrastructure, integration infrastructure and innovation infrastructure.

 

 

The "Planning" proposes that in the construction of networked energy facilities, 160,000 new energy vehicle charging piles will be built by 2025. Build urban networked energy facilities and deploy charging and swapping infrastructure. Scientifically deploy the charging and swapping infrastructure, and build a charging (and swapping) service network that is compatible with the promotion of new energy vehicles. Promote the charging service mode that focuses on intelligent and orderly slow charging and emergency fast charging as a supplement, and encourages the application of battery swapping mode. Guide multiple parties to jointly carry out the construction and operation of charging facilities, and support the development of cooperative models such as multi-vehicle, adjacent parking space sharing, etc. in residential areas. Promote the full coverage of public piles in the existing residential areas with construction conditions in the city. Encourage the combination of charging stations and commercial real estate, build integrated service facilities for parking and charging, improve charging service capabilities in public places, and expand value-added services. Build a collaborative management platform for vehicles, piles and networks to improve the level of interconnection.

 

 

Build smart grid infrastructure. Accelerate the construction of a smart grid with UHV grid as the backbone and coordinated development of power grids at all levels, promote the construction of the 1,000kV Ganzi-Tianfunan-Chengdu East UHV AC project, and support the construction of Chengdu East UHV substation. Apply a new generation of information technology to promote the integration of source, network, load and storage, meet the needs of new energy and diversified load access, and improve the intelligence level of Chengdu power grid. Promote the transformation and upgrading of the power grid to the energy Internet, open up energy flow data in all links of "transmission, distribution and utilization", build a city-level smart energy brain, and work closely with the "Smart Rongcheng" operation center to build a comprehensive power grid demonstration station. Speed up the digital transformation of rural power grids and consolidate and upgrade rural power grids.

 

At the same time, the "Plan" proposes the following safeguards:

 

(1) Strengthen overall planning and coordination, establish a new infrastructure construction promotion mechanism, and coordinate the projects, elements, scenarios, etc. under construction. Actively strive for relevant national and provincial policies, projects and financial support, and coordinate to promote the construction of major projects. 

 

(2) Do a good job in the guarantee of elements, and strengthen the guarantee of elements and resources such as land, energy, water, funds, and talents for major new infrastructure projects. Support the construction of direct power supply facilities around 5G base stations, data centers, new energy vehicle charging piles, etc., and promote the market-based direct power purchase of green and energy-saving big data centers. The investment of municipal fiscal funds has been increased, and local government bonds have been further tilted towards new infrastructure fields. Actively seek support from central and provincial budgetary investments, special construction bonds, policy banks and international financial institutions. Promote innovative financial products and cooperation models such as commercial banks and investment institutions, and support the construction of major new infrastructure projects and major projects. 

 

(3) Innovate construction models, integrate various resources, innovate new infrastructure investment and financing methods, promote the public-private partnership (PPP) model, and actively attract social capital to participate in the construction, management and operation of major new infrastructure projects. Accelerate the construction of major new infrastructure projects and promote the implementation of transformation. Incorporate new infrastructure construction projects into the list of urban opportunities to promote precise matching of supply and demand.
