In order to thoroughly implement the decisions and arrangements of the CPC Central Committee and the State Council on doing a good job of carbon peaking and carbon neutrality, as well as the work requirements of the provincial party committee and the provincial government, and solidly promote the city's ten major actions to reduce carbon and carbon emissions, speed up new energy vehicles (including electric vehicles) , fuel cell vehicles, the same below) to promote the application, promote green and low-carbon development, and formulate this plan based on the actual situation of our city.

1. Overall goal

Adhere to the government's guidance to stimulate the market's own vitality, increase the promotion and application of new energy vehicles, accelerate the improvement of infrastructure construction, and continuously optimize the use environment of new energy vehicles. Clean and other municipal vehicles should use new energy vehicles in principle, and further increase the promotion of the use of new energy vehicles in commercial vehicles such as logistics vehicles and muck trucks, taxis, and passenger vehicles in the private consumption field. The number of energy vehicles has reached more than 110,000, and the number of new energy vehicles accounted for 20% of the new number of vehicles. More than 3,000 new charging and swapping stations of various types and more than 40,000 charging piles of various types have been built. A standardized and normalized management system and mechanism for new energy vehicles has been basically established, and new energy vehicles with complete functions, reasonable layout, stable operation, and smart and safe charging and replacement have been built. The electrical infrastructure system has been basically completed.

2. Key tasks

(1) The field of public service. Give full play to the leading and driving role of the application of new energy vehicles in the field of public services, add or update municipal vehicles such as buses, official vehicles, and sanitation and cleaning, except for new energy vehicles that cannot meet the functional requirements, in principle, use new energy vehicles.

1. Official vehicles. 100% of the vehicles (except for special purposes) that are newly added and updated with financial funds use new energy vehicles. Priority is given to the use of new energy vehicles for business travel.

2. The bus. The new and updated public transport vehicles in the city all adopt new energy vehicles. Support the promotion and operation of hydrogen fuel cell buses.

3. Sanitation vehicles. Newly added sanitation vehicles, 4.5 tons and below all use new energy vehicles, and the proportion of new energy vehicles above 4.5 tons is not less than 80%. For existing sanitation vehicles, it is encouraged to update in advance and refer to the standards for new sanitation vehicles.

4. Taxi. New energy taxis (including cruise taxis and online car-hailing vehicles, the same below) shall be the first-time registered and listed passenger vehicles, and shall be included in the "Catalogue of Recommended Models for the Promotion and Application of New Energy Vehicles" by the Ministry of Industry and Information Technology. Implement the "oil (gas) to electricity" replacement plan for taxis, and encourage the replacement of oil and gas dual-fuel taxis with pure electric vehicles in advance. By the end of 2025, the proportion of new and updated taxi new energy vehicles will reach more than 80%.

5. Driving test (driving training) car field. New and updated C2 and C5 driving test (driving training) vehicles are encouraged to adopt new energy vehicles.

(2) Commercial vehicles. Focus on supporting postal express and other urban distribution vehicles, short-haul heavy trucks, muck trucks and other new energy sources.

1. Urban delivery vehicles. Guide the express and logistics industry tricycles to be gradually updated to low-speed and high-speed mini-van type new energy logistics vehicles. Support the renewal of fuel city distribution vehicles of 4.5 tons and below to new energy vehicles, and support the promotion and application of hydrogen fuel cell city distribution vehicles. Actively strive to become a national model city for green freight distribution.

2. Short barge heavy truck. Transport enterprises are encouraged to replace heavy-duty trucks with short-distance bulk cargo in key railway logistics parks and heavy-duty trucks that provide supporting services for key industrial parks and enterprises in the city and whose transportation radius is within 100 kilometers, to rechargeable new energy vehicles or hydrogen fuel cell vehicles.

3. Muck truck. Formulate special specifications for pure electric construction waste trucks that meet safety and environmental protection requirements. In the central urban area (including Zhangdian District, High-tech Zone, Economic Development Zone, the same below), the pilot work of promoting new energy muck trucks will be carried out first, and government investment projects will take the lead in using pure electric construction waste trucks. Support municipal state-owned enterprises to purchase some new energy muck trucks and lease them to vehicle companies with new or updated needs for pilot projects, gradually expand the scope of pilot projects and guide enterprises to independently add or update new energy vehicles. By the end of 2025, new energy vehicles will be The proportion of new energy vehicles in the increase and renewal of muck trucks has reached more than 80%.

4. Other fields. Encourage concrete trucks and non-road mobile machinery with new energy conditions (including forklifts, off-highway trucks, etc.) to actively use new energy vehicles. (3) Private consumption passenger vehicles. 3. Support and guide policies

(1) Optimizing the use environment of new energy vehicles

1. Open the right of way. Do a good job in the delineation of prohibited and restricted areas in the central urban area, implement differentiated traffic management measures for freight vehicles, and delineate all-day restricted areas (or road sections) for fuel commercial vehicles in the core area. By 2025, in principle, fuel commercial vehicles will be restricted from entering the built-up area. core zone. Except for the morning and evening peak hours, new energy freight vehicles are not included in the prohibition and restriction management, and are not subject to the city's air pollution control restrictions.

2. Parking concessions. Combined with the city's urban logistics distribution needs and road conditions, a batch of time-limited parking spaces dedicated to the loading and unloading of new energy urban distribution vehicles will be set up on some of the main roads and urban branch roads with auxiliary roads. New energy vehicles parked in temporary parking lots (points) owned and directly managed by the government or state-owned enterprises will be exempted from temporary parking fees within 3 hours of the first parking on the day.

(2) Improve the support policies for the promotion of new energy vehicles

1. It is encouraged to update operating vehicles in advance. During the implementation of the policy, the cruise taxis updated in advance will take 84 months as the operation cycle. According to the number of months of early withdrawal from operation, the replacement of pure electric cruise taxis that meet the technical standards of the industry authorities will be rewarded with 1,500 yuan per month. The maximum car reward is not more than 30,000 yuan. For those who purchase (including financial leasing) and operate a pure electric driving test (driving training) car, a subsidy of 3,000 yuan per car will be given. For fuel commercial vehicles that have been purchased for less than 6 years during the policy period, and that have been voluntarily eliminated and replaced with new energy vehicles during the policy period, elimination incentives will be given to those that meet the incentive conditions (see the annex for subsidy standards).

2. Subsidies for the operation of new energy vehicles. During the implementation of the policy, users of operating vehicles newly purchased and included in the "Catalogue of Recommended Models for the Promotion and Application of New Energy Vehicles" will be subsidized according to their specific models and mileage. For pure electric models with an annual operation of 50,000 kilometers for 3 consecutive years, according to light vans, medium vans and heavy trucks, operating subsidies of 0.2 yuan, 0.4 yuan and 0.5 yuan per kilometer are given respectively, and the total subsidy for a single vehicle for 3 years does not exceed 3 10,000 yuan, 60,000 yuan, 75,000 yuan; hydrogen fuel cell models with annual operation of 15,000 kilometers for 3 consecutive years will be given 1 yuan, 1.5 yuan, and 2 yuan operating subsidies per kilometer according to light, medium and heavy trucks, respectively. The total subsidy for three years shall not exceed 90,000 yuan, 135,000 yuan, and 180,000 yuan respectively.

3. Support policies such as subsidies for the purchase of hydrogen fueled new energy vehicles and the construction of hydrogen refueling stations shall be implemented in accordance with the "Several Policies on Supporting the Development of the Hydrogen Energy Industry" (Zi Zheng Ban Zi [2021] No. 75).

(3) Strengthening infrastructure support capabilities

1. Coordinate and promote the construction of infrastructure such as charging and swapping, hydrogen refueling, etc. In accordance with the appropriate advanced requirements, the construction of electric vehicle charging and swapping infrastructure and hydrogen refueling stations shall be advanced in a classified and orderly manner. From 2022, new or renovated and expanded residential projects shall be equipped with electric vehicle charging infrastructure at a ratio of not less than 15% of the parking spaces. The remaining parking spaces shall be reserved for construction and installation conditions, and the design, construction and acceptance shall be synchronized with the main building. Promote the reconstruction and construction of internal parking lots of party and government organs, public institutions, enterprises and institutions, and provide special parking spaces for new energy vehicles in the same proportion as new energy official vehicles, and provide convenient charging conditions for personal passenger new energy vehicles. Promote the transformation and upgrading of traditional gas stations. By the end of 2022, all qualified traditional gas stations will be equipped with three or more charging piles.

2. Financial support for public charging and swapping facilities. Construction and operation awards and subsidies will be given to public and dedicated charging and swapping facilities that provide charging and swapping services for the society and are connected to the municipal public service platform. Fully implement the national and provincial electricity price policies for charging infrastructure. The power grid enterprise is responsible for the construction, operation and maintenance of the supporting power grid project from the demarcation point of the property rights of the charging facilities to the public power grid, and no grid connection fee is charged. A one-time construction subsidy shall be given according to the standard of DC charging piles, AC-DC integrated charging piles, and wireless charging facilities not higher than 200 yuan/kW, and AC charging piles not higher than 100 yuan/kW, and the subsidy for a single enterprise shall not exceed 3 million yuan. For cruising taxis, online car-hailing cars, light trucks and other swap stations that provide shared battery swap technology services and operate multi-brand and multi-model models, a one-time construction subsidy of 400 yuan/kW will be given according to the rated charging power of the charging module of the battery swap device. The maximum subsidy for a single station is not more than 200,000 yuan, and the cumulative subsidy for a single enterprise is not more than 5 million yuan; medium and heavy-duty truck swap stations are given a one-time construction subsidy of 400 yuan/kW according to the rated charging power of the charging module of the battery-swapping equipment, and the single-station subsidy is the highest No more than 1 million yuan, and the cumulative subsidy for a single enterprise does not exceed 10 million yuan.

3. Encourage all kinds of social capital to participate in the construction of charging and swapping facilities. Encourage social capital to invest in the construction of charging and swapping facilities, carry out the construction and operation of infrastructure such as charging and swapping stations, and reward and subsidize eligible charging and swapping facilities in accordance with relevant policies. The relevant departments at the municipal level shall, according to their respective responsibilities, open up green channels and simplify the approval procedures.

(4) Promoting the development of the new energy vehicle industry

Eligible new energy vehicle manufacturers will be given a one-time emission reduction reward based on the actual annual emission reduction of the vehicles. Passenger cars, logistics vehicles and passenger cars will be given no more than 12 yuan per kilogram of carbon emission reduction respectively. , 4 yuan, 2 yuan incentives, and the annual incentive for a single enterprise does not exceed 5 million yuan. To enjoy energy-saving and emission-reduction reward products, OEMs must obtain product announcements from the Ministry of Industry and Information Technology and include them in the Catalogue of Recommended Models for the Promotion and Application of New Energy Vehicles.

4. Safeguard measures

(1) Strengthen organizational leadership. Set up a special class for the promotion and application of new energy vehicles in the city, comprehensively coordinate and promote the formulation and implementation of policies and measures for the promotion and application of new energy vehicles, study major issues in the promotion and application of new energy vehicles, guide and supervise the work of each member unit, and carry out the implementation of the work. Supervision and examination. Each member of the special class cooperates according to the division of responsibilities, cooperates closely, researches and formulates relevant supporting measures in a timely manner, and effectively accelerates the progress of the task.

(2) Increase policy support. Implement various national and provincial policies on the consumption of new energy vehicles, integrate policies and funds related to new energy vehicles at all levels, and focus on supporting the use and operation of new energy vehicles, infrastructure construction and operation. The municipal level has implemented the reward and compensation policy in the form of rewards instead of supplements. The reward and compensation standards are based on 2023. The rewards will be appropriately floated before December 31, 2022, and will be withdrawn year by year after January 1, 2024. The reward and compensation funds are valid until the end of 2025. , the city and the districts and counties share according to the current financial system, and the specific implementation rules shall prevail.

(3) Innovate the promotion model of new energy vehicles. Guide and encourage social capital to enter the service fields of new energy vehicle leasing, charging and replacing, and construction and operation of hydrogenation facilities. Encourage banking financial institutions and auto finance companies to innovate financial products to meet the financing needs of new energy vehicle production, operation, consumption and other links.

(4) Establish a reward and punishment incentive mechanism. Formulate detailed rules for the implementation of subsidies for new energy vehicles, charging and replacement, and hydrogenation facilities, establish and improve a joint incentive for trustworthiness and a joint punishment mechanism for dishonesty, investigate and punish dishonest enterprises that seek compensation in violation of regulations and fraudulently make compensation by means of false reports and false claims, and establish illegal and dishonest companies. "Blacklist" management system, further improve measures, strengthen supervision during and after the event.

(5) Strengthen publicity and guidance. Increase publicity efforts, guide citizens to actively practice the concept of green travel and civilized travel, improve the public's awareness and acceptance of new energy vehicles, guide consumers to purchase and use new energy vehicles, and form a socially-friendly policy to promote the use of new energy vehicles.
