1. Overall goal

Clean and other municipal vehicles should use new energy vehicles in principle, and further increase the promotion of the use of new energy vehicles in commercial vehicles such as logistics vehicles and muck trucks, taxis, and passenger vehicles in the private consumption field. The number of energy vehicles has reached more than 110,000, and the number of new energy vehicles accounted for 20% of the new number of vehicles. More than 3,000 new charging and swapping stations of various types and more than 40,000 charging piles of various types have been built. 2. Key tasks
(1) The field of public service. 1. Official vehicles. 100% of the vehicles (except for special purposes) that are newly added and updated with financial funds use new energy vehicles. Priority is given to the use of new energy vehicles for business travel.
2. The bus. The new and updated public transport vehicles in the city all adopt new energy vehicles. Support the promotion and operation of hydrogen fuel cell buses.
3. Sanitation vehicles. Newly added sanitation vehicles, 4.5 tons and below all use new energy vehicles, and the proportion of new energy vehicles above 4.5 tons is not less than 80%. For existing sanitation vehicles, it is encouraged to update in advance and refer to the standards for new sanitation vehicles.
4. Taxi. (1) Optimizing the use environment of new energy vehicles

2. Parking concessions. (2) Improve the support policies for the promotion of new energy vehicles
1. It is encouraged to update operating vehicles in advance. During the implementation of the policy, the cruise taxis updated in advance will take 84 months as the operation cycle. According to the number of months of early withdrawal from operation, the replacement of pure electric cruise taxis that meet the technical standards of the industry authorities will be rewarded with 1,500 yuan per month. The maximum car reward is not more than 30,000 yuan. For those who purchase (including financial leasing) and operate a pure electric driving test (driving training) car, a subsidy of 3,000 yuan per car will be given. For fuel commercial vehicles that have been purchased for less than 6 years during the policy period, and that have been voluntarily eliminated and replaced with new energy vehicles during the policy period, elimination incentives will be given to those that meet the incentive conditions (see the annex for subsidy standards).
2. Subsidies for the operation of new energy vehicles. During the implementation of the policy, users of operating vehicles newly purchased and included in the "Catalogue of Recommended Models for the Promotion and Application of New Energy Vehicles" will be subsidized according to their specific models and mileage. For pure electric models with an annual operation of 50,000 kilometers for 3 consecutive years, according to light vans, medium vans and heavy trucks, operating subsidies of 0.2 yuan, 0.4 yuan and 0.5 yuan per kilometer are given respectively, and the total subsidy for a single vehicle for 3 years does not exceed 3 10,000 yuan, 60,000 yuan, 75,000 yuan; hydrogen fuel cell models with annual operation of 15,000 kilometers for 3 consecutive years will be given 1 yuan, 1.5 yuan, and 2 yuan operating subsidies per kilometer according to light, medium and heavy trucks, respectively. The total subsidy for three years shall not exceed 90,000 yuan, 135,000 yuan, and 180,000 yuan respectively.
3. 3. Encourage all kinds of social capital to participate in the construction of charging and swapping facilities. Eligible new energy vehicle manufacturers will be given a one-time emission reduction reward based on the actual annual emission reduction of the vehicles. (4) Establish a reward and punishment incentive mechanism. Formulate detailed rules for the implementation of subsidies for new energy vehicles, charging and replacement, and hydrogenation facilities, establish and improve a joint incentive for trustworthiness and a joint punishment mechanism for dishonesty, investigate and punish dishonest enterprises that seek compensation in violation of regulations and fraudulently make compensation by means of false reports and false claims, and establish illegal and dishonest companies.
