Recently, the Foshan Housing and Urban-rural Development Bureau issued a notice on further strengthening the planning and construction of electric vehicle charging facilities for new projects, which will be implemented from the date of issuance.
The notice puts forward three requirements for the configuration of charging facilities for new projects:
1. 100% of the newly built residential buildings are equipped with parking spaces, and 100% of the charging facilities shall be constructed or the conditions for construction and installation shall be reserved.
2. For the parking lots and parking garages of new public buildings such as office buildings, shopping malls, hotels, etc., charging piles or reserved charging and swapping facilities shall be provided at a ratio of not less than 20% of the total parking spaces.
3. Newly built public parking lots and newly added on-street toll parking spaces shall be built with fast charging piles at a rate of not less than 30%.
In terms of planning and construction approval procedures, newly built centralized charging and swapping stations that occupy independent land should comply with urban planning, and apply for construction land planning licenses, construction project planning licenses and construction licenses. Individuals who install charging facilities in their own parking garages and parking spaces, and residential areas and units in existing parking spaces do not need to apply for a construction land planning permit, construction project planning permit and construction permit.
The construction drawing review agency shall review the drawings in strict accordance with the relevant standards, and will not approve the design of the project that does not meet the requirements of the standards. When the construction project is completed, the competent department of housing and urban-rural development shall not go through the acceptance procedures for newly built houses that do not meet the requirements for the provision of charging facilities.
