In order to promote the construction of electric vehicle charging infrastructure, since the "13th Five-Year Plan", our province has successively formulated the "13th Five-Year Plan" and "14th Five-Year Plan" charging infrastructure planning, "Guangdong Province Electric Vehicle Charging Infrastructure Construction and Operation Management Measures" ( Policy documents such as trial implementation), financial subsidy policy, and guidelines for electric vehicle charging and swapping infrastructure reporting and installation services have effectively promoted the construction of charging infrastructure. In order to implement the "Notice of the General Office of the State Council on Printing and Distributing the New Energy Vehicle Industry Development Plan (2021-2035)" (Guobanfa [2020] No. 39), "National Development and Reform Commission and other departments on further improving the electric vehicle charging infrastructure" According to the relevant requirements of the “Implementation Opinions on Service Guarantee Capability” (Faqiang Energy Regulation [2022] No. 53), our province is actively promoting the construction of electric vehicle charging infrastructure in accordance with the national deployment and in light of the actual situation in Guangdong.
1. Give full play to the leading role of planning and policies, and accelerate the improvement of the layout and construction of the charging network in the province
(1) Formulate and issue the province's charging infrastructure construction plan and support policies
In December 2021, our commission (provincial energy bureau) issued the "14th Five-Year Plan for the Development of Electric Vehicle Charging Infrastructure in Guangdong Province" (hereinafter referred to as the "Plan"), which clearly proposes to help our province achieve carbon peaking and carbon neutrality. and goals, focus on supporting the promotion and application of electric vehicles, adhere to the combination of market leadership and government guidance, comprehensively promote the scientific layout and construction of charging infrastructure, accelerate the construction of an intelligent, efficient, convenient and safe charging service system, improve the level of charging services, guarantee In order to promote the high-quality and sustainable development of the electric vehicle industry, it is planned that by the end of 2025, more than 4,500 centralized charging stations have been built in the province, and about 250,000 public charging piles have been built. The Provincial Department of Transportation issued the "Guangdong Expressway Service Area Layout Plan (2020-2035)", which requires the built and planned expressway service areas to achieve full coverage of charging facilities, strengthen the delivery acceptance management, and ensure that charging piles and service areas are fully covered. At the same time, the province will guide local cities to formulate plans based on districts and counties to further optimize the layout of charging infrastructure to meet the requirements of various types of charging.
(2) Accelerate and improve the construction of the province's charging network layout
As of the end of May 2022, the province has built more than 185,000 public charging piles, and 449 service areas on expressways have built charging stations (DC fast charging stations), effectively meeting the province's demand for electric vehicles to charge and supplement energy in public areas. . The coverage rate of fast charging stations in the expressway service area is 96.2%. Except for some involving the reconstruction and expansion of expressways and objective conditions, the goal of full coverage of charging facilities in expressway service areas in the province is basically achieved. According to statistics, in the past year, the utilization rate of charging facilities in expressway service areas in our province has ranged from 1% to 33%, and the average utilization rate is about 8%, which basically meets the daily charging needs of new energy vehicles on expressways. At the same time, before the holidays, organize the owners of expressway charging piles to conduct a comprehensive physical examination of the charging infrastructure in the service area to ensure that all the piles are in a usable state, and prepare mobile charging vehicles on key expressway sections on major holidays and provide emergency charging services. Explore orderly charging, make the charging piles on the highway more reasonable, and improve the overall charging efficiency of vehicle owners.
2. Improve the technical specifications and standards of charging piles, and strengthen the operation safety and service quality management of charging infrastructure
The country and the province have successively formulated charging technical specifications. At present, the country has issued the "Guidelines for the Safety of Charging Electrical Systems and Equipment" (GB/T 33587-2017), "General Requirements for Electric Vehicle Charging Stations" (GB/T 29781-2013), There are 39 national standards such as "Conductive On-board Charger for Electric Vehicles" (GB/T 40432-2021), and our province has approved the publication of "Design Specifications for Electric Vehicle Energy Storage Charging Stations" (DB44/T 1766-2015), "Electric Vehicles" General Requirements for Site Selection of Charging Stations" (DB44/T 1770-2015), "Code for Marking and Coding of Chargers (Piles)" (DB44/T 1762-2015), "Code for Design, Construction and Acceptance of Electric Vehicle Stereoscopic Charging Stations" (DB44 /T 1754-2015), "Safety Requirements for Electric Vehicle Charging Stations" (DB44/T 1188-2013), "Technical Regulations for Electric Vehicle Charging Infrastructure" (DBJ-T15-150-2018) and other 23 items related to electric vehicle charging facilities local standard. Various types of enterprises are unifying the charging interface. At present, the charging interface has basically realized the common use of all electric vehicles. On the basis of national standards and provincial standards, the power grid company has compiled 13 technical standards including "China Southern Power Grid Co., Ltd. Standardized Design Specification for Electric Vehicle DC Charging Equipment (Trial)". Project equipment is purchased according to unified standards, and projects are purchased according to unified Standard construction, acceptance according to unified standards before operation, to ensure the basic quality of charging stations, and a professional electric vehicle service company has been established to be responsible for the operation, maintenance and operation of charging stations constructed by power grid companies, providing users with safe and stable charging services Guarantee, play an exemplary and leading role for other operators to optimize operation and maintenance work, and actively provide suggestions for improving national standards.
3. Further consolidate the functions of the "Guangdong Easy Charge" platform, and build and improve the big data interconnection platform between charging piles and new energy vehicles
Our commission (provincial energy bureau) entrusted the power grid company to take advantage of its own expertise, customer resources, big data resources, and full network services to build a unified electric vehicle intelligent charging service platform in the province - the "Guangdong Easy Charge" platform. At present, the "Guangdong Easy Charge" platform has accumulatively connected to 491 charging pile operators and 124,000 charging piles in accordance with the unified interconnection standards, and routinely provides charging pile ownership and operation for charging infrastructure authorities at all levels. Services such as status and distribution statistics support planning and decision-making; in addition, it also provides real-time information such as the geographical location of charging sites, charging status, and services such as access certificates for new charging and swapping infrastructure. Next, it will promote the development of new functional modules for the "Yuey Charge" platform, strengthen the monitoring and analysis of charging piles and zombie piles, strengthen the interconnection with other charging platforms and the interconnection with the new energy vehicle big data platform, to help Government departments continue to optimize planning and construction and supervision and management.
4. Accelerate the demonstration and application of new technologies, and vigorously support the innovation of fast charging technology for new energy vehicles
Since 2019, five related projects, including fast-charging power batteries, distributed intelligent charging, high-power two-way on-board chargers, lithium-sulfur batteries, and solid-state batteries, have been established in the major special projects of Guangdong Province’s key field R&D plan “New Energy Vehicles”. Science and technology projects, financial investment of 210 million yuan, driving social investment of 670 million yuan. At present, phased results have been achieved, breaking through key common technologies such as high-nickel ternary, new system batteries, distributed intelligent charging systems, and on-board chargers, realizing the localization of silicon carbide power devices, and improving the fast charging performance and charging of power batteries. The intelligent network connection level of the piles has been established, and an intelligent operation and maintenance system for large-scale charging facilities has been established to achieve unified management and maintenance. In 2022, we will accelerate the establishment and implementation of the special project “New Energy Vehicles and Unmanned Vehicles”, accelerate the breakthrough and industrial application of key technologies of super charging piles, and continue to study the reliable application of silicon carbide and electrolytic capacitors in super charging piles, bidirectional charging. Develop key technologies such as discharge, water cooling and intelligent interaction of vehicle network storage, and develop super charging piles with high protection, low noise and light weight; carry out operation demonstrations of charging stations that integrate orderly electricity consumption and storage and charging to solve the problem of high-quality new energy vehicles. The bottleneck problem of "poor charging experience" encountered in the development process has promoted the popularization of pure electric vehicles.
Power grid companies are also vigorously promoting the wide coverage of charging infrastructure, and actively exploring the application of new technologies to strengthen charging service guarantee capabilities. Among them, the introduction of high-power fast charging technology in service areas such as Jiangmen Dahuai effectively solves the problems of tight charging resources, long queues and slow charging in the current high-speed service areas. Introduce technologies such as on-load capacity regulation, orderly charging, and V2G at sites such as Guangzhou South China New Material Park to help solve problems such as the renovation of charging lines in the park and insufficient capacity, and explore a safer and more economical power supply and demand balance mode.
5. Give full play to the guiding and stimulating role of financial funds to effectively stimulate the enthusiasm for charging infrastructure construction
Our committee and the provincial finance department actively strive for the financial subsidy funds for the central and provincial charging infrastructure, and provide construction subsidies for the public charging and swapping infrastructure that has been completed and put into operation, passed the acceptance inspection, and connected to the "Guangdong Easy Charge" platform. 2013— In 2021, a total of 1.183 billion yuan of incentive funds will be arranged, which will effectively stimulate and guide the construction enthusiasm of the construction entities.
