(New Energy Vehicle Charging Infrastructure Incentive) Budget Notice

Municipal Finance Bureaus:

According to the requirements of the "Notice of the Ministry of Finance on Assigning the Budget for Energy Conservation and Emission Reduction Subsidy Funds in 2022" (Caijian [2022] No. 86), the total budget of the central government's energy conservation and emission reduction subsidy funds (rewards for new energy vehicle charging infrastructure) in 2022 is now issued 480 million yuan (see Annex 1 for details). The relevant matters are notified as follows:

1. This fund is used as a general transfer payment and will be included in the fiscal year-end settlement of the provinces, cities and counties in 2022. The income of each city, county (city) is listed in the subject of "1100250 Energy Saving and Environmental Protection Common Fiscal Power Transfer Payment Income", and the expenditure is listed in "2111001 Energy Saving and Utilizing" expenditure budget account.

2. This fund is allocated in 11 districts and cities in the province according to the promotion of new energy vehicles, the construction and renovation of charging infrastructure, the operation and maintenance of charging and replacement facilities, and the special treatment, renovation and promotion of each city. Support the construction and operation, renovation and upgrading of charging facilities in various cities, and the construction of charging and swapping service network operation monitoring system and other related fields. It shall not be used to balance local financial resources, nor shall it be used for subsidies for the purchase of new energy vehicles and subsidies for the operation of new energy vehicles. Those included in the scope of awards and subsidies The charging facilities shall comply with the corresponding national and industry standards. All localities should actively innovate support methods, increase support for the construction of charging infrastructure (including hydrogen refueling stations), intelligent transformation and operation services, and actively explore charging infrastructure operation reward and subsidy policies linked to service quality and charging efficiency. Better play the guiding role of financial funds.

3. Please cooperate with relevant departments in accordance with the “Notice on the “13th Five-Year Plan” New Energy Vehicle Charging Infrastructure Incentive Policies and Strengthen the Promotion and Application of New Energy Vehicles” (Cai Jian [2016] No. 7), “Notice of the Ministry of Finance and other five ministries and commissions” Notice on Adjusting and Improving the Financial Subsidy Policies for the Promotion and Application of New Energy Vehicles (Caijian [2018] No. 18), "Notice on Further Improving the Financial Subsidy Policies for the Promotion and Application of New Energy Vehicles" (Caijian [2019] No. 138) and other documents Relevant regulations, strengthen the management of funds, promptly formulate plans for the allocation and use of funds, speed up the progress of the implementation of funds, and timely allocate funds to the relevant counties (cities, districts) and project units in the jurisdiction to promote the implementation of projects; effectively strengthen budget performance management and compare performance Goals (see Annex 2 for details) do a good job of performance monitoring to ensure that the annual performance targets are achieved as scheduled, strengthen performance evaluation and application of results, and improve the efficiency of financial capital use.
